{"id":7302,"date":"2023-02-01T13:06:02","date_gmt":"2023-02-01T13:06:02","guid":{"rendered":"https:\/\/newmoneyreview.com\/?p=7302"},"modified":"2023-03-11T17:53:46","modified_gmt":"2023-03-11T17:53:46","slug":"russia-sanctions-hit-london-gold-market","status":"publish","type":"post","link":"https:\/\/newmoneyreview.com\/index.php\/2023\/02\/01\/russia-sanctions-hit-london-gold-market\/","title":{"rendered":"Russia sanctions hit London gold market"},"content":{"rendered":"<p>Sanctions imposed on Russia after its invasion of Ukraine have caused London, the world\u2019s major bullion trading market, to shrink.<\/p>\n<p>According to the London Bullion Market Association (LBMA), gold held in London vaults fell by nearly 19m troy ounces (worth $37bn at today\u2019s market price) during the course of 2022.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-7303\" src=\"https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/gold-in-London-vaults.jpg\" alt=\"\" width=\"477\" height=\"283\" srcset=\"https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/gold-in-London-vaults.jpg 477w, https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/gold-in-London-vaults-300x178.jpg 300w\" sizes=\"auto, (max-width: 477px) 100vw, 477px\" \/><\/p>\n<p>According to the World Gold Council, <a href=\"https:\/\/www.gold.org\/gold-market-structure\/global-gold-market\">London accounts for around 70 percent of all wholesale trading in gold<\/a>.<\/p>\n<p>This trading centres on 400 troy ounce, so-called \u2018Good Delivery\u2019 bars, which meet <a href=\"https:\/\/www.lbma.org.uk\/publications\/the-otc-guide\/london-good-delivery-gold-and-silver\">pre-specified standards for weight, dimensions, fineness and marks<\/a>.<\/p>\n<p>On March 7 last year, following the imposition of sanctions on Russia by the US, UK and EU, <a href=\"https:\/\/www.lbma.org.uk\/articles\/good-delivery-list-update-gold-silver-russian-refiners-suspended\">the LBMA suspended six Russian gold and silver refiners from its good delivery list<\/a>, meaning that any new bars they produced would no longer be accepted for settlement by the London bullion market.<\/p>\n<p>However, bars produced by those six refiners prior to the imposition of sanctions would still be accepted for settlement, the LBMA said.<\/p>\n<p>In September, <a href=\"https:\/\/cdn.lbma.org.uk\/downloads\/Is-this-an-acceptable-bar-20220907-002.pdf\">the LBMA issued further guidance<\/a> on what an acceptable bar is. It hinted at confusion in the London gold market, saying that some Russian 400-ounce bars had not been stamped with the month of production, making it difficult for market participants to decide whether or not to trade them.<\/p>\n<blockquote><p>gold held in London vaults fell by nearly 19m troy ounces (worth $37bn at today\u2019s market price) during the course of 2022<\/p><\/blockquote>\n<p>The LBMA also suggested that gold bars marked in Cyrillic script by Kyrgyz and Kazakh refiners had been shunned by some traders, even though those countries were not subject to sanctions.<\/p>\n<p>The LBMA has put the onus on the banks that custody gold for clients to attest that any Russian bars included in a shipment conform to its post-March rules.<\/p>\n<p>If necessary, the LBMA said, the custody bank should provide a written statement to clients to that effect.<\/p>\n<p>However, the LBMA went on, if clients held gold in an \u2018unallocated\u2019 account (where no individual good delivery bars are specified), the bullion bank could not give such assurances.<\/p>\n<p>The sanctions appear to have led to confusion amongst the operators of gold tracker funds.<\/p>\n<p>In December, <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/russian-gold-removed-some-western-funds-after-ukraine-2022-12-21\/\">Reuters reported<\/a> that 11 exchange-traded funds (ETFs) had removed Russian-origin gold worth $2.2bn from their accounts between July and November 2022.<\/p>\n<p>However, Reuters said, while some funds cut their holdings of Russian bars to zero, the two leading ETFs , BlackRock&#8217;s iShares Gold Trust and the World Gold Council&#8217;s SPDR Gold Shares ETF, actually increased their proportion of Russian gold over the period.<\/p>\n<p>According to Reuters, the World Gold Council said its funds were guided by rules set by the London Bullion Market Association, under which pre-war Russian gold is eligible to trade. BlackRock declined to comment, Reuters said.<\/p>\n<blockquote><p>sanctions appear to have led to confusion amongst the operators of gold tracker funds<\/p><\/blockquote>\n<p>Another side-effect of the sanctions on Russia appears to be the large-scale shipment of gold from London to markets which have not signed up to sanctions.<\/p>\n<p>British and Swiss customs data show huge shipments during 2022 from those markets to China, India and other countries in Asia and the Middle East, Reuters reported in December.<\/p>\n<p>The shift in the gold market comes as central banks raised their bullion buying to the highest levels in 55 years.<\/p>\n<p>Net buying by central banks of gold last year totalled 1,136 tonnes, the World Gold Council reported yesterday, the thirteenth consecutive year of net purchases and the highest total since 1967, just before the breakdown of the post-World War 2 Bretton Woods system of fixed exchange rates.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-7300\" src=\"https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/1675254407653.png\" alt=\"\" width=\"1920\" height=\"1080\" srcset=\"https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/1675254407653.png 1920w, https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/1675254407653-300x169.png 300w, https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/1675254407653-1024x576.png 1024w, https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/1675254407653-768x432.png 768w, https:\/\/newmoneyreview.com\/wp-content\/uploads\/2023\/02\/1675254407653-1536x864.png 1536w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><\/p>\n<p>\u201cIt\u2019s hardly surprising then that in a year scarred by geopolitical uncertainty and rampant inflation, central banks opted to continue adding gold to their coffers and at an accelerated pace,\u201d <a href=\"According%20to%20the%20World%20Gold%20Council,%20which%20this%20week%20released%20its%20analysis%20of%20gold%20demand%20trends%20for%202022,\">the World Gold Council said yesterday<\/a>.<\/p>\n<p>It\u2019s possible that central bank gold buying is even higher than reported, because the World Gold Council\u2019s statistics exclude Russia, whose central bank stopped reporting its gold reserves after January 2022 as a result of the imposition of wartime censorship.<\/p>\n<p>Before the war, <a href=\"https:\/\/www.reuters.com\/breakingviews\/russias-gold-reserves-buy-putin-few-options-2022-03-28\/\">Russia reported holdings of about $140bn of gold, around 20 percent of the country\u2019s foreign reserves<\/a>.
