{"id":6798,"date":"2021-12-14T17:14:30","date_gmt":"2021-12-14T17:14:30","guid":{"rendered":"https:\/\/newmoneyreview.com\/?p=6798"},"modified":"2022-01-12T12:53:38","modified_gmt":"2022-01-12T12:53:38","slug":"uk-e-money-firms-are-financial-crime-risk-watchdog-warns","status":"publish","type":"post","link":"https:\/\/newmoneyreview.com\/index.php\/2021\/12\/14\/uk-e-money-firms-are-financial-crime-risk-watchdog-warns\/","title":{"rendered":"UK e-money firms are financial crime risk, watchdog warns"},"content":{"rendered":"<p>During the last decade the UK has become a global leader in financial technology (fintech), <a href=\"https:\/\/www.theguardian.com\/business\/2021\/aug\/10\/uk-fintech-investment-hits-new-record-after-18bn-buying-spree\">attracting a volume of investment that\u2019s second only to the US<\/a>.<\/p>\n<p><a href=\"https:\/\/www.ft.com\/content\/577944d8-15b5-11e6-b197-a4af20d5575e\">Light-touch regulation\u2014meant to help fintech start-ups get off the ground\u2014has been key in supporting this trend<\/a>.<\/p>\n<p>Now a new report by an anti-corruption watchdog suggests that the UK\u2019s hands-off policy may have backfired.<\/p>\n<p>According to Transparency International, four in every ten electronic money (e-money) institutions, or \u2018EMIs\u2019, raise money laundering red flags.<\/p>\n<p><strong>What are EMIs?<\/strong><\/p>\n<p>EMIs, a key fintech sector, include firms like Revolut, which has a market value higher than NatWest bank.<\/p>\n<p>EMIs provide many of the services offered by high-street banks, such as current accounts and money transfers.<\/p>\n<p>But whereas banks lend money, EMIs don&#8217;t. And EMI clients are more at risk in a corporate collapse: it&#8217;s only banks that offer <a href=\"https:\/\/newmoneyreview.com\/index.php\/2020\/09\/22\/how-safe-is-e-money\/\">the state insurance of deposits<\/a>.<\/p>\n<p>Earlier this year, <a href=\"https:\/\/newmoneyreview.com\/index.php\/2021\/01\/21\/revolut-faces-an-existential-choice\/\">Revolut said it wanted to become a bank<\/a>, leaving its EMI status behind.<\/p>\n<p><strong>Critical risks<\/strong><\/p>\n<p>In today\u2019s report, Transparency International said it had found a number of critical money laundering risks in the EMI sector and called for an immediate tightening of the rules.<\/p>\n<p>\u201cWithout tougher supervision, EMIs will become a route of choice for those seeking to funnel the proceeds of crime and corruption through Britain\u2014if they are not already,\u201d Transparency International said.<\/p>\n<p>Last week, foreign policy think-tank Chatham House <a href=\"https:\/\/newmoneyreview.com\/index.php\/2021\/12\/09\/london-launders-the-worlds-money-says-chatham-house\/\">slammed the UK government\u2019s record on illicit money flows<\/a>, saying that London had become a home for kleptocrats, many from the former USSR.<\/p>\n<p>Transparency International\u2019s research into EMIs was conducted using open-source information, including reports from Companies House, leaked data like <a href=\"https:\/\/newmoneyreview.com\/index.php\/2021\/09\/15\/fighting-the-enablers-of-financial-crime\/\">the Panama Papers<\/a> and entries from LinkedIn.<\/p>\n<p>Transparency International said that of the 261 EMIs authorised to operate in the UK by the Financial Conduct Authority, 100 raised money laundering red flags.<\/p>\n<p>Theses included being named as having poor anti-money laundering controls or having processed criminal wealth.<\/p>\n<blockquote><p>\u201cWithout tougher supervision, EMIs will become a route of choice for those seeking to funnel the proceeds of crime and corruption through Britain\u201d<\/p><\/blockquote>\n<p>Other red flags were having owners or senior managers that had been named in past money laundering investigations, or who had worked for institutions alleged or proven to have anti-money laundering failings.<\/p>\n<p><strong>EMIs sold with secrecy tools<\/strong><\/p>\n<p>According to Transparency International, there are practically no barriers to entry in the UK for someone wanting to buy an EMI.<\/p>\n<p>These firms can be bought and sold off the shelf in countries with high money laundering risks, the watchdog said.<\/p>\n<p>38 Russian- and Ukrainian-language corporate services websites sell British EMI accounts, Transparency International said.<\/p>\n<p>On such sites, EMIs are offered for sale alongside secretive offshore companies for clients who want to hide their identities, it went on.<\/p>\n<p>It was recently possible to buy a fully licensed UK EMI for between \u00a3600,000 and \u00a31.5m, Transparency International said.<\/p>\n<p>In its report, the watchdog issued nine recommendations to address money laundering risks in the EMI sector.
